In the Harry Potter series, a Muggle is someone who is not a witch or wizard. That means that everyone in our world of non-magical folk are Muggles. In order to get into Hogwarts School of Witchcraft and Wizardry, one must have parents that are wizards or witches. 

If this isn’t the case, you can’t attend Hogwarts without being given a special invitation from a member of staff once you turn eleven years old. You can also, as a Muggle, be sent to Muggle school. 

This means that you will not be trained in magic and will not have spells taught to you. The only reason they do this is because they do not want Muggles and witches mixing or the risk of the world being destroyed by chaos and confusion.

Hunters must also attend Grindelwald Academy and in order to hunt, they must attend the Grindelwald Academy as well as receive a bit of education. They are also assigned there whenever it is deemed necessary by the Ministry for them to go there for instruction in how to fight with magic or anything else that may come up.

They may notice things about something but shouldn’t interfere if it has nothing to do with them unless it is a life or death situation and then contact the Department of Magical Law Enforcement, who will take over from there.
